The legislation compels new and used automobile shops to reveal a vehicle's real mileage and to notify buyers if an odometer has been tampered with or destroyed; however, there is a legal "loophole."
Cars older than ten years are excluded from the law, allowing dealerships to keep this information hidden from customers. Carfax suggests checking the mileage with the dealer or a competent mechanic if a vehicle is reported as having a "mileage inconsistency."

Other papers that reveal odometer reading discrepancies include statements from prior owners, repair receipts, service station stickers, and other documentation.
